Purpose: Delineation of this fundamental policy.

Policy Provisions

1. Policy Statement

All University policies must be developed, approved and published in accordance with the
standards outlined in this policy and must be published on the University’s central policy web page.

This policy is required for the effective communication of University policies and for the ease of use and identification of approved University policies. University Policies must be made available to all relevant operating units in a timely manner.


2. Steps for Defining Policy

1. Define the issue or problem
2. Gather necessary information on the issue
3. Secure recommendations for policy development
4. Discuss and debate proposed policy need
5. Draft policy
6. Review and make revisions
7. Adopt the policy and secure requisite approval signatures (VP-level, legal counsel, President)
8. Distribute to the public
9. Oversee policy implementation
10. Policy evaluation and revision or modification

• Policies should be reviewed on a regular basis as a part of the University’s standard operating principles. The policy amendment process is the same as the policy adoption process.

3. Effective University Policy

• Is reflective of the educational goals and Mission of the University;
• Is written within the scope of University authority;
• Is adopted through proper procedure;
• Is respectful of legal and constitutional rights and requirements; and
• Is communicated to the persons it will affect.
